In a medium saucepan over medium-low heat, sauté garlic in olive oil and butter. Pour the evaporated milk and let it simmer until the milk thickens.
Add pesto pasta mix. Season with salt, pepper, and sugar. Mix well.
Add water and let it simmer for 5 minutes. Transfer to a medium bowl and set aside.
Marinate the fillets in kalamansi, salt, and pepper.
