Into a hot pan, pour the oil. Add garlic, followed by the snow peas and the beef franks. Stir-fry.
Add the rest of the ingredients--brown sugar, vinegar, sweet-chili sauce, and fish sauce.
Mix well and make sure that the sugar is melted.
Wait until the mixture boils to make sure that the vinegar is cooked.
Add the pineapple chunks and the cooked rice.
Mix everything together and start plating.
