Heat oil in a pan. Sauté garlic and onions.
Add bell peppers and franks then cook until bell peppers are soft.
Add in the crushed tomatoes. Bring sauce to a boil then simmer.
Add in the sugar, salt, and pepper.
Turn off fire then add the olives.
Pour mixture on top of the rice.
Sprinkle parmesan cheese on top before serving.
